Safety and Compliance Specialist is responsible for independent oversight, monitoring, and assurance of the Safety Management System (SMS) and related regulatory compliance requirements. The role provides objective performance measurement, internal audit and compliance verification functions in line with GACA regulatory frameworks and ICAO Annex 19. The position maintains functional independence from day-to-day HSE operations and has direct access to executive leadership to ensure compliance integrity, transparency, and effective governance.
Key Responsibilities:
Safety Management System (SMS) Performance Monitoring
- Monitor, analyse, and report SMS performance, including safety KPIs, SPIs, and trends.
- Maintain SMS performance measurement in line with ICAO Annex 19 and GACA Part 5.
- Identify systemic risks and performance gaps and escalate to senior management.
- Prepare governance‑level SMS reports and dashboards.
Compliance Verification & Regulatory Assurance
- Conduct independent compliance verification against:
- GACA Part 5 – Safety Management Systems
- ICAO Annex 19 – Safety Management
- Verify effectiveness of SMS components, procedures, and controls.
- Maintain compliance registers and regulatory evidence.
- Support regulatory inspections and oversight activities.
Internal Audits & Assurance
- Plan and conduct internal audits related to SMS and safety governance.
- Assess compliance, effectiveness, and maturity of safety processes.
- Issue audit findings and recommendations and verify closure independently.
Review of Investigations (Independent Oversight)
- Review incident and occurrence investigations for quality, root causes, and corrective actions.
- Provide independent challenge without operational involvement.
- Identify recurring or systemic issues for governance reporting.
Governance, Reporting & Executive Access
- Maintain direct access to executive leadership for SMS and compliance concerns.
- Provide independent advice on safety and compliance risks.
- Support safety governance forums and executive reviews.
Requirements:
- Saudi National.
- Bachelor’s degree in Aviation, Aviation Safety, Engineering, or related field.
- 1–2 years of experience in aviation, airport safety, or safety compliance.
- Strong analytical, communication, and reporting skills.
- Ability to work independently and collaboratively.
- Proficient in Microsoft Word, Excel, and PowerPoint.
- Strong interest in aviation safety and regulatory compliance.
- Detail‑oriented, proactive, and well‑organized.
