We are looking to appoint an experienced Employer Engagement Officer to join our Strategic Skills Team, which is based within the City Development Directorate.
This is a fixed-term contract until 31 March 2027.
As the skills specialist, often working alongside the Council’s Business Growth Managers, you will bridge the gap between local businesses and the publicly-funded skills programmes and support that will help them to become more inclusive employers.
You will have a strong grasp of York’s labour market challenges, with the ability to identify and engage businesses effectively. Drawing on your experience in business diagnostics, you’ll quickly understand an organisation’s workforce priorities and identify practical, tailored solutions to support them.
Using your strong communication and organisational skills, you’ll plan, manage and deliver engaging presentations, talks and events for employers and intermediaries. You will also work collaboratively with colleagues across the organisation and partners throughout York & North Yorkshire to promote the support available to York’s businesses.
Reporting to the Strategic Skills Manager, you will be responsible for ensuring the service you provide meets delivery, reporting and performance requirements for the York & North Yorkshire Economic Inactivity Trailblazer Programme, as set by DWP and the Mayoral Combined Authority (as the accountable body).
We are looking for someone who can build relationships and absorb new information quickly. Credibility and confidence will be key in influencing and inspiring employers to adopt inclusive practices and create good work opportunities for people with health conditions who are economically inactive or at risk of becoming economically inactive.
As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
