Job Overview
An exciting opportunity is on offer for an experienced and dynamic individual to lead our learning and development team. You will lead learning and development activities, drive innovation, and foster a culture of continuous development across the Trust.
The Head of Learning and Development is a broad and varied role providing leadership for the Trust’s Learning and Development function, ensuring the provision of an innovative and evidence-based education and workforce development.
The role exists to ensure the development of a highly motivated, skilled, and engaged workforce committed to delivering our strategy of being a world-class centre of excellence for ophthalmic health services as well as pioneering new research.
Main duties of the job
Duties
You will lead on the design and delivery of a programme of in-house training and management development interventions working closely with the senior team. Other duties include:
Support the creation of an apprenticeship career framework, enabling apprentices to progress in a range of career pathways enabling redesign of the existing workforce and maximising use of the levy.
Lead on the design and implementation of a new programme of in-house management training and development working closely with the senior team.
Develop policies to support delivery of the workforce strategy and compliance.
Support the development of line managers to improve their learning and development capability and capacity
Manage the achievement of the Learning and Development Team’s Key Performance Indicators.
Work with the Director of Education, People and OD Partners, Professional Education Lead, Clinical Educators and other professional leads and to ensure a coordinated approach to the identification of and response to development needs.
Lead, develop and manage the Learning and Development team, systems and budget.

Detailed Job Description And Main Responsibilities
Learning and Development
Provide a professional learning and development service to facilitate the development of the skills and abilities of staff to meet organisational and agreed individual needs.
Develop, design, evaluate and oversee the delivery of training, learning and development plans to meet identified learning needs and objectives.
Use data to inform decision making and planning, forecasting and evaluation
Ensure that learning outcomes and requirements are specified in conjunction with subject matter experts and other staff to meet policy and other organisational requirements.
Commission external providers to support the Trust’s learning and development plans as appropriate ensuring value for money and quality of provision.
Develop, approve and/or manage Learning or Service level agreements and / or tender, negotiate, agree and manage contracts with external education and training providers ensuring value for money and achievement of required learning outcomes and contractual obligations
Design and deliver training, learning and development interventions as appropriate.
Seek and manage formal accreditation of courses and programmes provided by the department, where appropriate.
Management development
Design and deliver a comprehensive management induction and development programme which will improve and develop the capacity and capability of leadership within the Trust.
Support the design, delivery, evaluation and commissioning of a range of learning and development activities and interventions to develop and build management capacity and capability to enable the Trust to meet its objectives.
In conjunction with the EDI & OD ensure the appropriate use of the NHS leadership development frameworks and other appropriate leadership development tools and standards.
Team Management & Professional Development
Develop and maintain a strong understanding of the local and national learning and development agendas, cascading this knowledge throughout the L&D, the People and OD HR team, and wider in the Trust as appropriate.
Facilitate the personal and professional development of the team, identifying training and development needs, providing suitable development opportunities and evaluating development actions in accordance with the trust’s appraisal and training procedures.

Education
Essential criteria
- Honours Degree/ Level 7 or equivalent in Human Resource Management/ Learning & Development or the equivalent comparable HR experience
Experience
Essential criteria
- Experience of successfully working in a senior learning and development leadership role demonstrate high performance/achievements
- Proven leadership experience in a unionised environment
- Experience of leading the development of workforce and od plans, project implementation, delivery and evaluation
Desirable criteria
- Project management or service improvement qualification
Skills
Essential criteria
- Set, lead and deliver on strategic objectives for both Trust and ICS
Personal qualities
Essential criteria
- Self-motivated, pro-active, flexible, works well under pressure. Emotional resilience. Team worker, able to work on own initiative.
